You are correct, this isn't liscenced by ADV. At A-kon 16 the ADV co-founder said that until further notice (much further) that they were going to forego all anime CD liscencing because they could not find enough profits in this venue. So by pirating this thing that is legal to do outside of Japan, we force it to be harder to liscence and legally produce outside of Japan.
