Summary Story is fewer... Tell us what's the story of this anime here ? Is this a remake of the OVA nigakki ? It sounds like a movie for me...
On the other side... Kodomo No Jikan OVA 1 is the TV Series that someone uploaded as a mistake... It's NOT OVA, but TV Series. This torrent(pended) is the one that is OVA...

Both the already uploaded OVA and this one are specials of the first series and they are OVAs. They were sold with the limited editions of the manga volumes 4 & 5.

On the other hand, it may of course be fan-art.. In that case, I might consider cutting out the Nadia part...

Indeed, it is not an actual 2nd OVA but rather a recap episode of the first series.

Yepp, recap version of the first season. If you like the series, this can't be left undownloaded, unwatched and unstored for eternity. 
And for those believers out there ,third season has been announced. later add-on: it was just a new OAD. And it was AWESOME.

I'm curio about if this is older than this: [Doutei]Kodomo no Jikan 2nd OVA - Rin's Classroom Diary [DVD h264][5AE5E61A].mkv. It's nearly twice the size and has a higher resolution and bitrate. Plus it's the version in Doutei's batch torrent on nyaa: http://www.nyaa.eu/?page=view&tid=127179&showfiles=1
