I recall a few more scenes. It deserves the ecchi tag. Censorship shouldn't play a role in whether it's ecchi or not. But is a "Censored" tag necessary then?

Ep 1, ep 11 (and some others) have chicks blocking the view of really good stuff(and not so good stuff), so I'd say it's censored.
