Here's what I found in regards to Lion's Books Series. The other OVAs/movies are all listed on AniDB, but their relationships haven't been properly linked aside from the preceding OVA to this.

Yes, this seems to be a continuation of the preceding OVA, but as they were released separately, I'd say this OVA can stand on it's own.
