My comparison to Durarara had nothing to do with the overall story or animation, but rather the plot elements and devices. We follow characters and are entirely misled with regards their motivations and thoughts. There's a somewhat realistic setting with jarringly fantastic elements surfacing at random and causing curiosity as to whether or not it's real even within the setting or hallucinations or exaggerated perception by the characters through whom we're receiving the story. Ultimately a lot of people are upset by the betrayal of classic story telling elements such as a reliable narrator or the abundance of deus ex machina. I watched most of the series (up to ep 22 or so), lost steam, cooled down, and realised the ending was just going to disappoint and quit. Ultimately the deceptive nature of the series is what brings people around to actively say it was bad. You can point at keywords like 'conspiracy' and say 'you should have seen this coming' but the 'conspiracy' keyword is referring to something else entirely (a conspiracy) and not the deceptive nature of the show and which genres it actually satisfies.
This show is not what it appears to be in the first few episodes, in the long run it deals with some very bizarre and mature relationships, perceptions, and issues. The supernatural elements are initially presented as being fantastic and benevolent but that changes. I hesitate to call any of this a spoiler as the people who DO enjoy this series are counting on these elements and those who don't are the ones who likely will wish to know it. Maybe it's meant to be a deconstruction of "moe-happy-times" but I don't really think so.
