New offer is not really about awful descriptions, but more so on cleaning up...
Since the main anime and omakes are combined into one torrent on the new 720p bd rip, the mods wanted to do the same on the sd torrents.

Is it allowed to adopt of you're planning to swap in new files? (Not v2's).

Is it allowed to adopt of you're planning to swap in new files? (Not v2's).To completely add in new files instead of the current offer? Naw, don't think so.
If it's something you're adding on to the existing files, like forgotten specials or something like that, then it should be allowed I guess?
Otherwise, It's always better to make a new offer. Adoptions are generally for minor/major fixes to the description, screens etc

The old ones will be deleted not adopted. A swap with that small a seeder pool will kill it.
