What kind of program or codec would I need to get the subtitles?  The episodes play fine otherwise.

And more importantly, how to install them correctly.  I just want to be on the safe side, as I haven't installed new codecs since CCCP, and that doesn't seem to cover these.

E-D tend to name their subtitle tracks differently from the standard, so it depends on your Haali media splitter settings. Anyway, in your player you can also select the correct subtitle track, look at the (video) display options a bit.

I'm using Media Player Classic, and I get no subtitle options.  It's strange, because I did have the song subtitles until I tried VobSub, and then lost them.  The codecs I have are CCCP.
